Travelers with international flight allowed to enter NCR Plus bubble

The Department of Transportation (DOTr) clarified on Monday that travelers could enter the NCR Plus bubble if they have international flights from the Ninoy Aquino International Airport (NAIA).

According to Transportation Undersecretary Artemio “Ochie” Tuazon, people outside Metro Manila, Cavite, Laguna, Rizal and Bulacan could enter the bubble if they have outgoing international flights amid the enhanced community quarantine (ECQ).
“If they have outgoing flights, they will be allowed to travel under the guidelines. They will be allowed to enter [NCR Plus] to take the flight out of NCR or NAIA for that matter,” he said in a mix of English and Filipino during the Laging Handa public briefing.

Domestic flights will continue, according to the Civil Aeronautics Board. However, only essential travelers or Authorized Persons Outside of Residence (APOR) will be allowed to travel.

All must also comply with local  regulations and requirements.

The 1500 travelers per day protocol for international inbound flights will also continue to be implemented.

Ships will continue to operate, but only up to 50 percent of the total capacity will be allowed. Only APORs with complete requirements can travel.

It will also continue to implement only 20 percent to 30 percent capacity on the LRT, , and PNR.

However, the annual maintenance and rehabilitation of the trains will continue during Holy Week. MRT-3 will be closed from March 30 to April 4, LRT-1 and LRT-2 will be closed from March 31 to April 4, while PNR will also be closed on April 1 apart from the Calamba-Tutuban trip. The entire PNR line is also closed on April 2 and 3.

Jeepneys and buses will also be allowed on the road, but only half of the total capacity must carry passengers, not including the driver and conductor. The 1 seat apart rule must also be enforced and there can be no standing passenger.

Only provincial buses with APOR on board will also be allowed to enter NCR plus.

For UV Express, only one passenger next to the driver and two passengers per row will be allowed. Nor can it exceed half the capacity of the vehicle.
