Taguig halts ECQ aid distribution due to chaotic process

The distribution of aid to Silangan Elementary School for the residents of Barangay Upper Bicutan in Taguig was stopped on Monday.

According to Nikki Rose Operario, head of the city social welfare and development office, their target was to distribute aid to 2,000 households, but only more than 600 were given it.

They started at 8 a.m. but stopped the distribution after disruption in the aid process.

“Mayroon po tayong beneficiaries na hindi kasama doon sa pinost namin na listahan natin, wherein nagkaroon ng gulo at may tulakan sa mga beneficiary and even po authority natin ay hindi na nila sinusunod,” said Operario.

“Magkakaron po ng reschedule upang maayos po natin ang sistema upang masunod ang proseso at lahat ng empleyado dito sa amin, kung baga pagod na rin sila kailangan maayos ang proseso,” she said.

Among those who did not get help were Jenny Rikafrente and Shaira Jayne Gabriel. They have both been in line for a long time since morning.

“Wala man lang sila konsiderasyon tapos nagkagulo lang pauuwiin na nila. Ganoon-ganoon lang iyon? Ire-reschedule lang uli?” said Rikafrente.

“Nahirapan po kami kumuha ng ayuda kasi ang tagal po ng proseso. Wala pong progress, walang usad sa pila,” he added.

The authorities are asking for the understanding and cooperation of the residents of Taguig. They said the process will be fixed before rescheduling the distribution of aid.

“May grievance committee kung saan sinasagot ang lahat ng katanungan nila. At kung kaya namin tulungan sa mga tinutugunan namin. Venue po kailangan i-consider din po and iyong proseso nandoon dapat ang kooperasyon ng bawat beneficiaries,” said Operario.

This is the 4th day of distribution of P1,000 to P4,000 in aid for the residents of the said barangay.

According to Operario, this is just an initial roll-out and it is possible that the local government will increase it as well.

According to the Department of Budget and Management (DBM) Sec. Wendel Avisado, the funding for the social amelioration program taken from the remaining budget for the implementation of Bayanihan 2 is only P22.9 billion.
