Residents affected by blocked road in Muntinlupa went to CHR

Residents of a subdivision in Muntinlupa City approached the Commission on Human Rights (CHR) on Monday to report the rebuilding of the Bureau of Corrections (BuCor) wall on their alleged access road elsewhere.

Residents of Southville 3 in Barangay Poblacion complained that this is great persecution to the more than 12,000 families living there.

Residents gave a letter to the CHR to request an investigation into the BuCor wall that allegedly affected their livelihood.

In a statement, Muntinlupa City councilor Raul Corro said BuCor could not use the modernization law as an excuse because it will not prevail over the Local Government Code and the Urban Housing and Development Act.

According to Muntinlupa Rep. Ruffy Biazon, this is harassment because other ways can be done regarding security issues.

It is also an insult to the local government because BuCor did not ask permission before the wall was built.

“Their justification for doing such measures are unacceptable since there are other ways to address the security concerns of the bureau,” said Biazon.

Meanwhile, according to BuCor spokesman Gabriel Chaclag, they do not need to ask the LGU.

“Just like any government compound… ay no need po na magpaalam sa LGU kung may road closure or road opening po. Ganun din po sa loob ng prison camp at dapat na mas mahigpit pa dahil prison camp ito,” said Chaclag.

This is the second time that BuCor has built a wall that apparently closed the insular road in Barangay Poblacion.

Residents had previously complained, and the local government had condemned it.

The council passed a resolution urging the Department of Justice to immediately investigate it and open the access road.

BuCor officials had previously maintained that the street was in their jurisdiction and was part of its modernization.

It also needs to be closed due to security issues.
