Chief Inspector Elpidio Cruz told ABS-CBN: “We apprehended a van parked on a street. The driver’s companion fled as we got in the area. When we looked inside the van, we saw dead bodies of the dogs.”

Rene Boy Ballesil, driver of the van, was arrested at the scene.

It is believed that the dead dogs were due to be delivered to restaurants in Baguio. The other passenger of the van identified as Jeff Sagun from La Trinidad, Benguet, was able to escape. Ballesil has so far refused to give any further statement.
