National Capital Region (NCR) will be kept in general community quarantine or GCQ with heightened restrictions until Aug. 15, though some researchers and businessmen suggest putting it under tighter lockdown.
This was approved by President Rodrigo Duterte even despite OCTA’s “2-week circuit-breaker lockdown” recommendation in Metro Manila due to the re-emergence of COVID-19 infections.
The GCQ with heightened restrictions will be effective from August 1 to 15 in:

- Ilocos Sur
- Bulacan
- Laguna
- Lucena City
- Cavite
- Rizal
- Naga City
- Antique
- Aklan
- Bacolod City
- Capiz
- Negros Oriental
- Zamboanga del Sur
- Misamis Oriental
- Davao City
- Davao del Norte
- Davao de Oro
- Davao Occidental
- Butuan City
Regular GCQ will be implemented in the following countries throughout August:
- Baguio City
- Apayao
- Quezon
- Batangas
- Puerto Princesa
- Guimaras
- Negros Occidental
- Zamboanga Sibugay
- City of Zamboanga
- Zamboanga del Norte
- Davao Oriental
- Davao del Sur
- Gen. Santos City
- Sultan Kudarat
- Sarangani
- North Cotabato

On Tuesday, the OCTA Research group called for two weeks of “circuit-breaking” lockdowns due to the alleged surge of COVID-19 infections in Manila, something that may have been influenced by the more contagious COVID-19 Delta variant. Although the number of cases is on the rise, the Department of Health (DOH) does not want to call it a “surge.”
According to OCTA Research fellow Fr Nicanor Austriaco, based on projections from Thailand, Malaysia, and Vietnam, the health care utilization rate in Metro Manila could also reach 100% by August 15.
It was also first recommended by the Philippine Chamber of Commerce and Industry and the Filipino-Chinese Chambers of Commerce and Industry Inc. for the National Capital Region to give companies time to prepare for the increasing number of COVID-19 cases.
