Napolcom okays recruitment of almost 20k new cops

The National Police Commission (Napolcom) approved the recruitment of almost 20,000 new police officers.

The recruitment of 17,314 new patrolmen and patrolwomen will replace personnel losses, increase strength, enhance police visibility, and improve police-to-population ratio and peace and order conditions.

According to Napolcom Vice Chairman Vitaliano Aguirre II, the National Capital Region Police Office would be given the regular 1,000 recruitment quota in the first recruitment cycle.

“The 16,314 attrition recruitment quota, on the other hand, is intended to replace uniformed personnel losses due to separation from the service (retirement, designation, death, dismissal from the service, absence without leave),” said Aguirre.

Police Regional Offices would be given the following recuitment quota in the first and second cycle:

  • 350 for PRO1;
  • 400 for PRO2;
  • 750 for PRO3;
  • 750 for PRO4A;
  • 450 for PRO4B;
  • 850 for PRO5;
  • 100 for PRO6;
  • 650 for PRO7;
  • 1,200 for PRO8;
  • 100 for PRO9;
  • 150 for PRO10;
  • 100 for PRO11;
  • 100 for PRO12;
  • 100 for PRO13;
  • 100 for PRO COR;
  • 1,700 for PRO BAR; and
  • 5,000 for NCRPO.

Also, the Napolcom said:

  • 200 will be allocated to the Anti-Cybercrime Group;
  • 350 to Communications and Electronics Service;
  • 200 to the Criminal Investigation and Detection Group;
  • 500 to the Crime Laboratory;
  • 100 to the Explosive Ordnance Disposal and Canine Group;
  • 500 to the Health Service;
  • 150 to Headquarters Support Service;
  • 100 to the Intelligence Group; 100 to the Legal Service;
  • 1,000 to the Maritime Group;
  • 250 to National Police Training Institute;
  • 514 to the PNP Drug Enforcement Group;
  • 100 to the PNP Retirement and Benefits Administration Service;
  • 150 to the Police Security and Protection Group;
  • 100 to the Special Action Force; and
  • 150 to PNP Training Service.

Meanwhile, new Philippine National Police () chief Police Lieutenant General Guillermo Eleazar committed that he would eradicate the “padrino” system in the police organization.

Eleazar said eliminating the “padrino” system would allow more qualified applicants to enter the PNP.

“Naging kalakaran na kasi na kung papasok ka ng PNP, kailangan may kilala ka, otherwise baka mai-slash ka or hindi mapili. Sa recruitment pa lang, nagkakaroon na ng korapsyon,” Eleazar said.

(It has become common practice in joining the PNP. You have to know someone, otherwise, you might end up being cut or ignored. As early as the corruption stage, there’s corruption.)
