Measures aimed at punishing ‘no show’ delivery customers

The Senate will form a technical working group to review and iron out the content of the proposal to protect delivery riders who are being deceived by “no show” customers.

Under Senate Bill Number 1677 or the Food and Grocery Delivery Services Protection Act, the service provider will have a reimbursement scheme in favor of the delivery rider. Food and grocery providers who violate it will be fined up to P500,000, and they will also double the amount not reimbursed by their delivery rider.

If enacted, the customer must have verification such as proof of identity and residential address in accordance with the Data Privacy Act.

Customers who canceled an order 3 times in a month will face up to 6 months imprisonment and a fine of P100,000.

At the hearing, service provider Food Panda Philippines said that since they started operating, their riders have not been compensating for what customers are buying. On August 20, Grab began to remove the advanced payment made by their rider.

Senator Aquilino “Koko” Pimentel III, chairman of the Trade, Commerce, and Entrepreneurship committee and author of the proposal, Senator Lito Lapid, also proposed to expand it to all types of delivery services.

“Sa hirap ng buhay ngayon lalo’t nasa gitna tayo ng pandemya, lahat naman tayo ay gustong kumita. Kaya humahanga tayo sa mga gaya ng service riders na gumagawa ng paraan para kumita sa legal na paraan at malaki pa ang naitutulong nila para hindi na lumabas ng bahay ang ating mga kababayan. Kaya para masiguro na hindi na sila maloloko pa ng mga biglaang pagkansela ng order, dapat masiguro na ang mga umoorder ay magbibigay ng totoong pangalan at address,” Lito Lapid added.
