IATF issues updated quarantine guidelines

The Inter-Agency Task Force (IATF) on Emerging Infectious Diseases released its updated guidelines for areas under modified general community quarantine (MGCQ) and GCQ.

IATF issued Resolution No. 43, series of 2020 on June 3, which covers new guidelines for hotels, sports activities, and movement of persons.

Hotels and other accommodations

The resolution defined accommodation establishments as an establishment operating primarily for accommodation purposes including but not limited to hotels, resorts, apartment hotels, tourist inns, motels, pension houses, private homes used for homestay, ecolodges, serviced apartments, condotels, and bed and breakfast facilities.

Accommodation establishments in ECQ, GCQ, and MGCQ areas could operate if they have a Certificate of Authority to operate from the Department of Tourism. Hotel operations shall be limited to the provision of basic accommodation services through an in-house skeleton workforce.

Bookings related to leisure travel are still prohibited for areas under MECQ and GCQ. 

Ancillary establishments within the premises, such as restaurants, cafes, bars, gyms, spas, and the like, shall not be allowed to operate or to provide room service.

Accommodation establishments may prepare packed meals for distribution to guests who opt for the same; and food orders for take-out and delivery only.

Sports activities MGCQ

Outdoor non-contact sports and other forms of exercise such as but not limited to walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian, range shooting, and skateboarding are allowed.

Provided, the minimum public health standards such as wearing face masks and the maintenance of social distancing protocols, and no sharing of equipment where applicable, are observed. Provided further, that operations of the relevant clubhouses or similar establishments, if any, shall be limited to basic operations.

Movement of people in GCQ and MGCQ areas

The movement of all persons in areas placed under LGCQ shall be limited to accessing essential goods and services, for work in the offices or industries permitted to operate.

Any person below twenty-one (21) years old, those who are sixty (60) years old and above, those with immunodeficiency, comorbidity, or other health risks, and pregnant women shall be required to remain in their residences at all times.

Mass gathering in MGCQ areas

Mass gatherings such as but not limited to, movie screenings, concerts, sporting events, and other entertainment activities, religious services, and work conferences shall be allowed provided that participants shall be limited to fifty (50%) of seating or venue capacity.
