ECQ guidelines for NCR Plus areas

Now that Metro Manila, Bulacan, Cavite, Laguna, and Rizal are under enhanced community quarantine (ECQ), the public is expected to follow the new rules to stop the increase in COVID-19 cases.

The ECQ which is the strictest level of lockdown will last until April 4 in the said areas now called NCR Plus.

According to retired Gen. Restituto Padilla, spokesperson of the National Task Force Against COVID-19, they expect the implementation of the ECQ to be smooth.

“Ine-expect naman po natin na dahil nanggaling na tayo dito no’ng nakaraang taon, magiging maayos ang pagpapatupad ng ECQ kasi hindi naman ito sa buong Luzon kundi sa NCR or greater Metro Manila area na lang,” he said in Teleradyo.

He encouraged the public to comply and unite in the implementation of the ECQ to reduce the COVID-19 case.

“Huwag naman po tayo maging pilosopo.. Actually, hindi na natin kailangan ng striktong enforcement kung nauunawaan natin ang dahilan ng ECQ at kung tayo ay kasapi ng bayanihan,” he said.

ECQ guidelines for NCR Plus areas

Included in the guidelines for the implementation of ECQ in NCR Plus are:

  • Public transport such as train, bus, jeepney and TNVS are open but capacity is limited
  • Penalties for violators of the ECQ vary depending on the ordinance issued by the LGU
  • Financial institutions such as banks are open
  • Other establishments such as laundry shops, dental clinics, veterinary clinics are also open
  • Only essential workers can travel in and out of Metro Manila, Bulacan, Cavite, Laguna, and Rizal
  • Essential workers who are subject to the curfew will be allowed to return home

Meanwhile, the Department of Transportation (DOTr) has ensured that public transportation services will continue now that Metro Manila, Bulacan, Cavite, Laguna, and Rizal or NCR Plus, as well as Batangas, will be subjected to Enhanced Community Quarantine (ECQ).

Domestic flights will continue, according to the Civil Aeronautics Board. However, only essential travelers or Authorized Persons Outside of Residence (APOR) will be allowed to travel.
