ECQ checkpoint guidelines

Here are some things to keep in mind when traveling or passing through checkpoints ahead of the enhanced community quarantine (ECQ) to be implemented in Manila on August 6.

Authorized persons outside residence (APOR) or essential workers are allowed to leave in accordance with ECQ protocols.

But you must have a company ID and quarantine pass, which can be searched at checkpoints and borders of cities or provinces.

Authorities also warned those who forged their documents.

Quarantine pass counterfeiters will face arrest, according to authorities.

Those entering a place are also prohibited from passing through checkpoints just to attend non-essential gatherings, such as birthdays.

“‘Yung mga hindi essentials, kumbaga ‘yung mga pupunta sa mga invitations, parties, birthday celebration o non-essential gatherings na bibisita lang ay hindi po puwedeng payagan ang mga iyan so ma-advise sila na mag u-turn, babalik sa kanilang pinanggalingan,” said Pasay police chief Col. Cesar Paday-Os.

Pasay also has borders with Manila, Makati, Parañaque, Las Pinas, and Cavite.

Manila has also set up internal quarantine checkpoints, in addition to the PNP checkpoint. Here, motorists will be blocked in barangays if they are not APOR.

Local governments such as San Juan have also warned about checkpoints.

In Pasig and Muntinlupa, a quarantine pass is no longer required; instead, APORs and essential workers can present a company ID.

It may be recalled that the re-implementation of the ECQ in Metro Manila was announced from August 6 to 20 in the hope that the government will control the proliferation of the more contagious Delta variant of COVID-19.

Consequently, only essential travels such as work, buying food, medicine, etc., will be allowed while everyone must stay indoors.

Unlike the former ECQ, public transportation will be allowed this time around, which is one of the reasons why Eleazar first shunned non-APORS driving to essential travelers.

Despite this, public utility vehicles are only 50% capacity and cannot be side by side – there must be a space per passenger. Tricycles will be allowed, but only one passenger is allowed.
