More than 70 people have been arrested for their part is an online gambling operation in Makati City.
The Bureau of Immigration has said that the foreigners are from various countries including China, Taiwan, Indonesia, Malaysia, Singapore, South Korea and Australia.
The men were caught posing as call centre agents at the Enterprise Center in Makati, said Siegfred Mison, the Philippines BI Commissioner.
He also noted that none of the foreigners had work permits and most only carried tourist visas.
