The Philippine Hospital Association expects that PhilHealth’s commitment to repay its debt through the debit-credit-payment mechanism (DCPM) will create a big problem.
“We anticipate magkakaroon kami ng problema sa mga doktor namin. Mag-aaway naman kami sa mga doktor namin ngayon. Hopefully, we’ll find a way to solve it,” said PHA president Dr. Jaime Almora.
Under DCPM, PhilHealth will first pay 60% of the claims of hospitals and other healthcare facilities in areas identified by the Inter-Agency Task Force as high risk or critical risk in COVID-19.
According to Almora, they would have liked to go through the payment process in a normal and quick way because not only are the hospitals currently in trouble. Even the doctors are having a hard time as well.
PhilHealth President and CEO Dante Gierran told the House Committee on Good Government and Public Accountability that they plan to pay 60 percent of the hospitals’ in-process claims next week.
“Mabuti naman po, pero not exactly the response na gusto namin dahil yung debit-credit payment mechanism magbibigay din ng problema sa mga ospital,” Almora said in an interview with TeleRadyo Friday morning.

He said the payment to the hospital also includes the professional fees of doctors.
“Pag sinabing 60 percent of good claims hindi namin alam kung ano yung good claims at magkano yung 60 percent at para kaninong pasyente. Malalagay pa rin kami sa malaking problema sa aming mga doktor. Aawayin kami ng mga doktor n’yan dahil hindi namin alam kung paano namin ibibigay yung para sa kanila,” he said.
“Hindi po tayo sigurado doon kung tama yung P21 billion dahil sa mga reconciliation, lalo na sa mga government hospital na malalaki, ang laki naman ng disparity ng sinasabi nilang figures between sa mga figures ng mga hospital. That remains to be seen, dahil ang initial implementation ng DCPM maraming reklamo pa rin ang mga ospital na napakaliit ng mga natanggap nila. Malaking question mark kasi kung ano yung 60 percent na yun. Magkano ba yung good claims? Hindi namin alam kung ano yung 60 percent of good claims,” he said.
