Davao City Mayor Rodrigo Duterte  has ordered a tighter security inspection regime on both private and public vehicles that pass through the checkpoints surrounding Davao.

“I request now the police and the Regional Mobil Group to be stationed there,” he said (meaning at the checkpoints surrounding Davao City).

The mayor also ordered a thorough search of every compartment of all vehicles entering – he added that he does not care if there such a thing called plain view doctrine.

“There is a clear and present danger, as it is called. We are talking about a bomb here, so I can order the search for the safety of the community,” he said.

The ‘plain view” doctrine cannot work in this matter – saying in part “That is a very stupid proposition.”

He also said that the K-9 dogs also have limitations as it sense of smell can be easily misdirected.

That falls true as on the same day as the transporter van bombing two reports of bombs on a bus were misdirected by K-9 dogs when they rested on top of two sacks of vegetables being transported on a bus.

As for the culprit of the bombing incident – the mayor said the police were looking at angles that include the recent demolition of illegal terminals and another connection to the Muslim insurgency problem that has plagued Mindanao for decades.

In all, expect massive traffic congestion in and around Davao City when attempting to enter the outer perimeters. Also expect additional searches when entering malls and heavily guarded buildings in and around the city.
