Residents of Metro Manila can now go out of their homes for longer starting Thursday with the implementation of a looser alert system against COVID-19 in its pilot implementation.

According to Benhur Abalos, chair of the Metropolitan Manila Development Authority (MMDA), this will coincide with the effectiveness of Alert Level 4 on September 16.

“Ang curfew ngayon ay alas otso ng gabi. So ito ho ay inuusad na. Nagbotohan kami, ilalabas namin ang resolusyon na implementasyon nito isaabay sa pilot,” said Abalos.

“Magiging 10 p.m. na po ng gabi hanggang alas-kwatro ng umaga. ‘Yun na rin po ang inano ng mga alkalde [ng Metro Manila].”

Unlike the previous community quarantine, the Department of Health will set weekly alert levels in various parts of Metro Manila based on virus transmission, hospital bed utilization, and intensive care utilization. Various restrictions and relaxations will be implemented from Alert Level 1 to 5.

But instead of lockdowns for the entire region, only small strict granular lockdowns will be implemented to curb the increase in COVID-19 cases. Local government units will decide on granular lockdowns.

As a result, many indoor and outdoor establishments in NCR will reopen starting Thursday; the former can be up to 10% as long as customers are fully vaccinated.

“With the issuance of the guidelines of the quarantine alert level system, I have instructed our police commanders in Metro Manila to study carefully and continue to liaise with the LGUs for strategic deployment and enforcement for the proper implementation of this,” said Police Gen. Guillermo Eleazar.

“Your PNP will actively participate in the enforcement and information dissemination of these guidelines, which also means that the police must also follow these guidelines.”

According to Interior Undersecretary Epimaco Densing on PTV4 earlier, NCR residents will not have a problem crossing to another territory even if the new alert system is implemented.

Outside of Metro Manila, the usual community quarantine classifications still apply.

“Sa Alert Level 4 po, intra and interzonal travels are really allowed. Wala ho tayong distinction kung babiyahe tayo from one city to another dito sa Kalakhang Maynila, at wala rinng problema kung lalabas tayo ng Kalakhang Maynila,” said Densing.
