The victim was identified through his passport as Suet Ming Ellis Chan, 59 years old from Hong Kong.

According to P / Executive Master Sergeant Charles John Duran of the Manila Police District-Homicide Section, it was about 6:20 when the body was taken from the sea.

Initial investigations revealed that some of the vendors even saw the victim alive sitting on the rocks opposite a cafe at 1:00 am.

They also observed the foreigner looked problematic. When they talked to him, the Chinese national said he wanted to go home to Hong Kong, but he already ran out of money to buy a plane ticket.

The victim allegedly told the vendors he was not able to contact his relatives abroad because someone stole his cellphone.

Another vendor said they saw the Chinese national sleeping on the sidewalk.

The victim’s backpack was also recovered, where two passports were found.

It is not yet known if the victim committed suicide or if any foul play occurred.

Police continue to investigate the incident.

Several accounts of Chinese nationals committing suicide were reported last year, such as a Chinese national in Malate, Manila, who jumped off from a condominium’s 8th floor.
