Ivan Mayrina reported on GMA News “24 Oras” on Tuesday, the cyclist said that the woman wanted to cross Jupiter and Makati Avenue intersections despite being stopped by a traffic enforcer.

“Gusto niyang tumawid, pinipigilan siya ng enforcer dahil naka-go ‘yung gusto niyang tawiran. Pinuntahan niya ngayon sa yellow box ‘yung enforcer. Doon na niya binanatan,” said Jefferson Reyes.

“Sinusubukang tumakbo nung enforcer, doon na ho ako sumigaw hanggang sa lumapit siya sa akin, ako naman ‘yung binalingan niya,” he added.

According to Ronel Cancio, public safety department officer, he prevented the woman from crossing because vehicles could hit her.

“Pinahihinto niya ‘yung mga sasakyan, eh. Kaya agad ako lumapit sa kaniya para anuhin ko baka kasi mabangga po siya. Eh, paglapit ko po, ako naman po ‘yung binalingan niya,” said Cancio.

The video also showed the woman kicked the cyclist’s bike and hit his head with an umbrella.

The cyclist, however, did not retaliate or fight.

Another traffic officer, Narciso Abrogar, came forward to calm down the foreigner, but the Chinese woman also attacked her.

“Parawang wala siya sa sarili niya, sir. Naglalakad siya tapos pagmay-nakita siyang tao, sinasaktan niya. Kailangan niya pa rin harapin ‘yung batas dahil kasi may batas tayo, sir,” said Abrogar.

In another video, the woman was seen in handcuffs while sitting on the floor after she went berserk in a restaurant and damaged some tables.

She also spat at the security guard who responded to the incident.

The woman could not be reached for comment because she could not speak English.

Authorities are investigating if the woman has a mental or drug problem.

Last February, another Chinese national also spat at a Manila police officer and plowed through vehicles to escape traffic violation apprehension. He was then jailed for overstaying and being an undesirable alien in the country.
