Child crime: 13-year-old boy rapes two children

Child crime: Police arrested a 13-year-old boy after he allegedly raped two children in Pangasinan, Tuesday.

The suspect was a neighbor of the victims’ who are ages six and four years old.

According to the initial investigation, the young victims were playing when the suspect called them. The suspect first raped the six-year-old and then the four-year-old victim.

The boy is yet to comment on the allegations against him.

Yesterday, three minors reportedly punched, slapped, and beat up a 15-year-old girl in Taguig City. The suspects also targeted and robbed the victim’s friends.

In a cellphone video, the suspects were seen beating the victim, who is also a minor. One of the suspects was still wearing a uniform.

It seems like the one holding the cellphone was having fun while filming the incident. She was even commanding the suspects to hit the unfortunate victim’s head in the car.

PNP’s data shows that there had been hundreds of cases involving children aged 11 and under since 2016.

In 2018, the Philippine National Police-Women and Children Protection Center (PNP-WCPC) said physical injury is the most committed crime by minors.

A total of 2,256 incidents of physical injury committed by minors were reported to the desk of PNP-WCPC for 2018, higher than 2017’s record of 2,086 incidents.

Theft was the second most committed crime by minors in 2018 at 1,517 from 877 in 2017.

On 28 January 2019, the House of Representatives passed a bill proposing to lower the minimum age of criminal responsibility from 15 years to 12 years with a vote of 146-34-0.
