Cebu City implemented a liquor ban and adjusted the curfew for July following an increase of COVID-19 cases.
The EO said exempted from the curfew are:

- authorized persons outside of residence (APORs);
- workers in business process outsourcing firms;
- workers in other industries such as food and essential deliveries allowed to operate during curfew;
- health workers; and
- workers in government agencies providing frontline and emergency services.
On July 24, Cebu City reported a total of 308 new COVID-19 cases making the total number of infections to 2,009.
The city is under modified general community quarantine until July 31.
Meanwhile, the Department of Health insisted that there is no COVID-19 surge in Metro Manila despite the increase in COVID-19 cases in the past days.
“‘Wag na muna natin gamitin ang surge. Kasi meron ‘yang definition sa epidemiology which is not yet happening right now. Tumataas ang kaso. That we can verify,” said Health Undersecretary Maria Rosario Vergeire.
The OCTA Research Group first noted that there were “early signs” of a COVID-19 surge again, particularly in Metro Manila.
