According to the Cebu City Police Office (CCPO), Pagara was arrested around 7:30 pm when the 14-year-old and Grade 8 student victim complained that she had been raped by Albert Pagara.

According to P/Lt. Col Wilbert Parilla, the deputy director of the CCPO, the victim fell asleep while watching over the suspect’s son and woke up when Pagara touched her private parts. Pagara allegedly removed her romper dress and licked the victim’s chest, and inserted his finger into her vagina.

He said the victim could not move due to fear. A few minutes later, the victim complained to her mother, who immediately reported to the police.
