Two Police men are facing criminal and administrative charges after they extorted an American after he committed a simple traffic violation.
The American is not being named in the report due to security reasons. His complaint says that police officers Neil Gopilan and Teoderico Pelayo extorted 50,000 pesos from him in exchange for his freedom.
Balibago barangay chairman said the foreigner sought the help of village leaders in filing a complaint against the two policemen.
A report on the matter says that the two policemen handcuffed the American and arrested him on the spot, but he was not taken to the police station.
The officers instead drove the man around in their vehicle, demanding the 50,000 pesos.
