In a 12-page decision the six were accused of facilitating illegal transactions such as allowing passengers to enter the Philippines without visas and the required travel documents – including those with hold departure orders and watch list orders.

The appellate court said the justice chief has the power to discipline the BI personnel who are under her administrative supervision considering that the BI is an attached agency of the Department of Justice.

The court also said there was no grave abuse of discretion on the part of one BI personnel who was involved in this activity but turned informant.

All six were dismissed for grave misconduct, conduct prejudicial to the best interest of service, dishonesty and gross neglect of duty.
