US defence contractor jailed for paying 14-year-old Filipina for sex

A US defence contractor has been sentenced to six years in prison for paying a 14-year-old Filipina for sex.

James Marvin Reed, aged 62, pleaded guilty to ‘engaging in illicit sexual conduct in a foreign place’ with the girl, who fell pregnant by him.

According to court documents, between September and December 2007, Reed, then 52 years old, repeatedly had sex with the girl while he was working in the Philippines as a contractor for the US Department of Defense. In 2016, he was arrested by Philippine authorities and deported to the US for prosecution.

The court was told how in September 2007 a mutual acquaintance introduced Reed to the girl and told him she was 15-years-old — she was in fact just 14.

Reed gave the girl his business card and a few days later invited her to his apartment at the Castle Peak Tower condominium complex in Cebu City.

She went on to visit Reed at least 10 times, having sex with him on each occasion. 

On the first visit, Reed gave her a glass of wine and took nude photographs of her before having sex. He then gave her 2,000 pesos and to pay for school expenses. 

After her subsequent visits, Reed gave her 1,000 pesos.

The following year, the girl, then aged 15, gave birth to a child. DNA testing confirmed beyond reasonable doubt that Reed was the father.

Reed was also accused of sexually molesting this child when she was aged just four. This charge was dropped following an appeal by his defence.

Sitting in Minnesota, District Judge Donovan Frank sentenced Reed to 72 months in prison followed by 15 years of supervised release, and ordered him to pay $6,000 in restitution to the victim.
