Police officer arrested for extorting Canadian tourist in Angeles City

A police officer was arrested, while his cohort was able to escape during an entrapment scheme involving a Canadian tourist in Angeles City.

60-year-old Richard Lortie filed an extortion complaint with Angeles City Police, who then set up an entrapment operation. Arrested was Rene Manuel of the city police Personnel Holding and Accounting Unit.

The cohort of the operation, Ponciano Limiac of the City Public Safety Company escaped.

The two police officers are accused of extorting 100,000 pesos from the Canadian after they threatened to put him in jail for having sex with a minor on July 29.

Mr Lortie filed a complaint based on the extortion, saying he met a ‘Joyce’ on Facebook and they agreed to meet at his residence.

On July 29, the female suspect came the two had sex. At the same time, another female opened the door and three men who said they were police officers went inside and arrested the Canadian, saying that ‘Joyce’ was a minor.

The police confiscated Mr Lortie’s cellphone and passport and took him to a police station while trying to bargain a ‘settlement’ from him. The Canadian said he could give only 50,000 pesos after the police demanded 100,000.

He was forced to promise that he would pay the remaining 50,000 pesos, 30,000 in August and 20,000 in September.

By August, the Canadian tourist contacted the police who then set up the entrapment operation using marked banknotes.
