The ordinance was prompted by a rising number of animal biting incidents in the city, and a high incidence of rabies in the area.

The limitations are based on cats and dogs only and does not including fish, lovebirds, etc, of which residents can have as many as 30 per household.

Residents who keep more than four pets will have to secure the 500 peso special permit need by commercial breeders, traders and trainers. This comes with a host of requirements like vaccination and space to keep the animals in.
