Additional delays in the issuance of licence cards are looming over the Land Transportation Office (LTO) after the Manila Regional Trial Court ordered the stop payment for the licence card and supply project.

Allcard Plastic Philippines, Inc. was the rightful bidder of a 336-million peso project to supply the cards – LTO says they will comply to the court order but the ruling will create a major backlog in the issuing of new licences throughout the Philippines.

An LTO spokesman said since the supply of licence cards was awarded to Allcard the issuance of cards has slowly gone back to normal.

The agency has exhausted all legal remedies to push through with the licence card project.

LTO officials said they received the Manila court’s decision two weeks ago.

Under the contract, Allcard would have  supplied at least five million cards spanning a 12-month period to issue licenses for the LTO.
