A departing seaman was held at Ninoy Aquino International Airport (NAIA) after his name popped up on the Bureau of Immigration’s ‘alert list’.

Raul Samson had failed to pay a 500-peso fine from an incident when he ‘improperly disposed’ of a cigarette butt in Guadalupe, Makati, in 2013.
This fine for Republic Act #9003 (the Ecological Solid Waste Management Act of 2000) saw Samson arrested.
