11 policemen face charges in Zamboanga

The Commission on Human Rights is seeking the filing of charges against 11 police officers after they raided a residence of a former councillor of Talusan, Zamboanga Sibugay during the country’s ‘one-time, big-time’ operation this past December.

Former Talusan Councilor Basilisa Llanos was killed during that raid which resulted in a shootout after her husband supposedly returned fire as the police attempt to advance the property.

After a six month investigation, the CHR Regional Director Atty. Frederick Ian Capin found probable cause against the 11 police officers who he says committed errors in operational procedures in serving the search warrant.

Capin said the officers skipped the procedures where they are to clearly identify themselves as law enforcement officers, and show the search warrant to the owner of the house.

The investigation shows that police simply barged into the house without notifying anyone of who they were, or without presenting proper identification.

Two other locals were killed in similar operations, with similar offences.

Capin is also recommending administrative charges against the 11 policemen before the Office of the Ombudsman.
